Set your settings for your monitor in windows as high as it will go and try the game then. If you can see the game, then change the settings to match what you want windows to be displayed at, close it out, then set windows back to the normal setting.

Possible Problem :
my Monitor is "plug and play" i'm not sure i have a CD which will install it
and right now it tells me "Defualt Monitor" on Device Manager
but it still recognize it when i chose display (in control panel) -> settings -> advanced -> monitors (or how whatever the word is in ur computer)
i have Radeon 9600XT i don't think it should be a problem, well i didn't think the monitor would be a problem given the fact that I ALREADY PLAY THIS GAME ON THE SAME COMPUTER! nothing changed no new parts no new configs only new drivers (could that be it?)

well one more thing... when i installed another game (Star Wars : Empire at War) it told me the game require DirectX 9.0c and i had 9.0c (i played other games that required that) so i chose dont install then it told me my system doesn't have the latest DirectX so i installed it from the Emipre at War CD and it worked... maybe thats it? but still other games work just fine. when i go into dxdiag window it says there: DirectX Version : DirectX 9.0c (4.09.0000.0904). in the DirectX tab in Attributes it says for all the files "Final Retail".
The files that are said to be installed this year are different in there names all file names are short and these all look like
Microsoft.DirectX.(from here it changes)
oh and i have the file Microsoft.DirectX.Direct3DX.dll two times from different dates

HELP!

I thought about it alittle more
maybe the game inside automaticaly chose a high resolution u know so high that my monitor doesn't support (my monitor supports up to 1280x1024)
so i searched for a "setup" file like some games have that i can decide the resolution and effects outside of the game and i didn't find it...
maybe someone know which file contain this information in GTA:SA? maybe ill open in and change it there
