Microsoft Virtual PC Won't Load

Specs: Windows 2000, 64 Mb/Pentium 266

When ever I try to run Microsoft Virtual PC 2004, or Hoyle Enchanted Puzzles, I get this message
"The procedure entry point GetRawInputDeviceList could not be found in the dynamic link library USER32.dll"
This started happening after I did an in-place upgrade on my very slow Dell Latitude C600. (I included the model in case there was any errors with this model). The previous errors I have had are

1. Some error having to do with the Add\Remove Programs applet, Fixed by doing an in-place upgrade

2. Re-configure the video driver, Fixed by re-installing the driver.

3. Now, my sound driver won't work. (I am fixing this problem shortly).

I am running Windows 2000 Professional, PIII 700, 128 Mb. Ram, 6Gb. HDD.

Ok, I dumped Windows 2000 in favor of OS/2 Warp 4.0

Pentium 4s - The processors for the rest of us.
