Would this be enough to play the Sims2 and Simcity 4? I'm on a strict budget about $250.

Minimum System Requirements for The Sims 2

If you have a T&L capable video card with at least 32 MB of video RAM then you need at least:
800 MHz processor or better
256 MB RAM if Windows XP, Windows ME, Windows 98 or Windows 2000
At least 3.5 GB of hard drive space
If you have a non-T&L capable video card (an Intel Extreme Graphics or a Radeon 7000/VE Series) then you need at least:
2.0 GHz processor or better
256 MB RAM if Windows XP, Windows ME, Windows 98, or Windows 2000
At least 3.5 GB of hard drive space
Get the most current driver for your video card. The manufacturers usually have the video drivers on their sites for you to download. Visit the nVidia site, the ATI site or the support site for your computer's manufacturer for the latest drivers for those video cards.

Lol thanks for the info but I've read that numerous times. I just wanted to no would it be a good upgrade and would it run it smoothly.

It's a good start.
I would upgrade the RAM to 512mb as soon as i could, and i qeustion the quality of the power supply that comes with the case.

I would look at upgrading that to a better power supply in the future. Especially if you have stability issues.
Thermaltake and Antec make good ones. I'm sure there are other good ones, but those are the ones I use and trust.

Looks like your motherboard leaves you plenty of room for future upgrades.
I think you'll be happy.

I am haveing trouble playing the sims2 also, i would like to know if i need to get a new video card, i have a voodoo 3 and really don't know that much about it...
