I have updated all my drivers i.e graphic cards, chipsetdrivers, etc.. and i have no clue what the problem is. I fps can go as guy as low as 5fps, this is while i'm playing the game on low settings mind you.
Here are my specs:

Windows XP
Pentium Duo 2.8Ghz
2GB Ram
Ati Radeon 4800

Was it ever running fast on your system? Did the FPS drop since you updated your graphics drivers?

I have had problems in the past where new graphics drivers have slowed down FPS in certain games due to some incompatibility. You could try uninstalling your graphics drivers completley and reinstalling an older version of them to see if this improves frame rates at all.

Apart from this not sure what else to suggest.
