Low FPS on high spec machine!?!!

OS: Windows XP home SP1
CPU/Ram: AMD sempron 3000+ 1GB ram

Im having problems with my graphics
my FPS are looww ... when i move the camra i get this nasty bluryness in UT 2004

MY SPECS ARE:

AMD Sempron 3000+ (2ghz)
GeForce FX 5600 XT
1024MB RAM <-- top qualty ram
Gigabyte K7 motherboard
200GB Harddrive..
and
250W power suply <--- i belive this is the problem but.. i have read many posts about FPS problems and iv heard thats getting a better powersuply is not always the solution.. and i dont have the money to go and waste on a new powersuply if its gonna be no help

will u guy be honest and tell me is my comp is gd enough... i spent alot of money making this comp and im feeling down about the graphics.. as its intended to be a gaming machine.

i forgot to add, the problem started when i replaced the fan for my CPU when it was overheating... the fan i brough is MASSIVE and solved my overheating problems...
a weird thing is .. when i put the old fan back in the comp gets to windows booting then shutsdown... i belvie this is because of serious overheating and is shutting down to prevent any damage the CPU.

Could be two things.

#1 - The FX5600 isn't a great DX9 card, so keep that in mind. Don't expect wonderful things with games that use DX9 effects.

#2 - The 250W PSU was borderline before you put that massive fan in, and a beefier fan didn't help you!

Irregardless, I'd replace the PSU anyway. 250W ain't enough.

thanks for the responce.. i heard that the FX 5600 xt isnt that bad, my geforce 4 runs all my games perfectly at good quality, before the new fan the graphics were running nicely

No. That's a bigtime misconception people don't understand.

First off, wattage ratings on many power supplies are grossly exaggerated. Don't believe for example say an Aspire 550W can beat out that 420W Thermaltake - it doesn't! Stick to trusted power supply makers like Antec, Enermax, Thermaltake, etc.

Secondly, look at the ampage on all the rails. Some manufacturers put a ton of power on the 3.3V and 5V, but not enough on the 12V.

Here's a pic of that PSU I send you...

Notice the 12V has 18A on it, which is good.

Ideally, you should add up your ampage needs for all of the 3.3V, the 5V, and the 12V devices in your computer, and buy the power supply that meets those needs.

Most people of course don't do that because it's complicated, so my recommendation is pay attention to the 12V, as that's usually what crap power supplies don't put enough on. You want at the bare minimum 16A, preferably 18A or more.

The 5600 is the problem. The 5600XT is actually worse than the 5600, and not to mention the 5600 is bad to begin with...

I am only moderatly knowledgable in the computer field, but I also heard that you need to have a monitor that will match the FPS of your video card. (i.e. if your video card does 60FPS, but your screen only does 40FPS Max, then the card won't work at 60FPS).
Again, I don't really have any background to back this up, its just a rumor that I have heard, and it makes since to me.

now i did the doom 3 benchmark at 1024x768 at high qualite and i averaged 22 fps is this good considering my system and or is my sytem good + wat can i do to get better results.
help would be much appreciated.

amd xp 2600+
ati redeon sapphire 9600xt 256mb
1024 mb of duel channel ram running with an abit duel chanel m/b
win xp servicepack 2

You're speaking of refresh rates.

That's about right. You can always update your drivers for your motherboard's chipset and your video card. If you want better results past that, time to shop for a video card.

Right, iv got the power suply with 24A on the 12 V and 40+ on the others 550W, its made a diffrence and my comps alot quiter but its not as nice as i would like, iv downloaded the lastest drivers for the card.

any other ways of speeding up the graphics, my refresh rate is set to 85 on monitor and card monitor is 85 max card is 100+ i think

i bought my monitor new this year (bout march) its a phillips 107 s5 17" flat screen wat should i set its refresh rate to??? i also entered the doom3 config file did the cache tweak and now i play doom 3 at high qualite 1024x768 at 60 fps "sweet"
