Low FPS in WoW....HELP!

I am using an Intel Pentium Dual CPU T2310 @ 1.46 GHz with 1 GB of RAM. Its a VAIO laptop with Windows Vista. My Cpu usage is generally pretty low (15%). When I play WoW my fps stays between 10 and 20 unless i am way off in the wilderness in which case it jumps into the mid 20's. I know laptops in general dont make good gamers but i cant afford a new computer. What can I do to improve my fps? Buy more RAM perhaps? Thank you
My guess is you have a cheap laptop with low end Intel integrated graphics. There's no way to upgrade the graphics but adding more RAM certainly won't hurt. Vista needs more than 1GB to run well.
