Is download speed changeable?

On my computer, by downloads go extremely slow, but I know it's capeable of going faster. Is there a setting I can change to up the download speed? It currently downloads at the speed of 16 kb/sec.

Go to www.dslreports.com and click on forums. Then choose the type of internet connection you have. They should have an FAG section that will cover tweaks you can do for faster speeds. DrTCP is a good utility to use for making adjustments.
