More than likely you need a new video card. What card are you using now? What's the make/model of your motherboard?

The X1300 Pro is a very weak gaming card....is it AGP or PCI-e? Just to give you an idea, here's your card vs a 7600GT. You'll see it's near the very bottom of the chart:
I agree that your Sempron isn't the greatest, but upgrading the board & CPU isn't gonna help if you plan on keeping that video card. Get a decent card & you *should* be able to hang on to the board/CPU for a while longer.

No, the 8500GT isn't a great card either. You didn't answer my question about whether you have AGP or PCI-e? If it's PCI-e, you can get an 8600GT for about $75. 512MB isn't absolutely necessary...if you can get it, fine, but 256MB is sufficient. And make sure to get a card with GDDR3, not GDDR2.
Here's a 8600GT 256MB GDDR3 PCI-e card for $70 after rebate:

Yes, the 7600GT is better than the 8500GT. If you don't believe me, go back to the chart I posted in the other response...the 8500GT 512MB is only a couple of steps above the X1300Pro.
Get the 8600GT for $70...it beats em both! Or spend $10 more & get the superclocked version with Zalman cooler:
