I have a great computer, but games run slow.

Specs: Windows Vista
I own 2 laptops,An Alienware M17X (Main computer that has absolutely no problems), and an HP Pavilion dv2 Running Windows Vista Home Premium 64-bit that runs WoW on low settings yet unless i am in a completely open area where absolutely nothing is going on the framerate is 12-16, if im in the open area it runs up to 62 max. I know for sure it should be running faster because my brothers touchscreen acer computer with only 2 GB DDR2 ram, 70 GB Hard Drive, and a nVidia graphics card on the highest graphics settings possible, his PC runs 50-60 in a very busy town or while a raid is going on. Can anyone tell me whats going on? i have no virus's and i have even tried using a program that temporarily disables background running programs while in-game called GameBooster 2 by a company called iObit. I have defragged my hard drive with a program called Smart Defrag by the same company, and i have the same outcome with speed and gameplay, ive disabled nearly all my background programs and i have a 15 GB Paging file that i added to see if it speeds it up any and it helped by about 2-5 FPS but not much more than that.

You didn't state enough info about your brother's nvidia card so that comparison is useless. And I don't know who told you a 15GB paging file would be helpful? Since you don't seem to know what you're doing in that respect, just let Windows handle it.

That processor won't cope with today's World of Warcraft anyway mate, maybe Vanilla or TBC, but certainly not WotLK and Cataclysm. Cata has SOOO much in the way of graphical enhancements compared to the previous game.
