How to lower my ping?

Game problems, Call Of Duty 2 MP I have a 1.5 mMbps connection and I connect directly through using a ethernet cable. My ping is normally around 200 or so but that is still too high, because it gives my opponents the advantage and that means I normally use 1 on 1 battles. I have programs closed such as MSN and it still doesn't go down. I used to be able to have 50 but It won't get that low anymore. And I can't seem to join some servers because my ping is too high, the servers I can't join are the ones I love playing. If anyone can help me, this would be gladly appreciated, thanks. Chris.
