Hosting my own dedicted cs server

Hi,
Ive been trying to work the steam 'Dedicated server' in play games for a long time and had no luck, ive read many posts and none of them expain what to do in English. I want to create a server so me and my mates on a server that i can host off my bog standard pc ( if it is possable ) Ive tryed create server and then changing sv_lan to 0 but still my friends cant get on. Ive changed the port to every number you can think of to get it working eg . 27015 , 27016. The erroh my friends get trying to connect is 'Server not responding' i have a norton anti firewall which i have disbaled and then created one = still didnt work ... and i am running out of things to do. If anyone could help me i woudl be very grateful and try my best to understand .. im not stupid but im not a 'wiz' so be patient :)

The first thing i thought of was the XP Firewall, that holds me back in a few programs, as ozyoiy said
"Did you dissable the XPee firewall aswell?"
That would also my first choice, nice thinking Oz.
