I cannot get steam to connect,I have disabled Norton and used anything else I thought would help.I have 56k connection and use WinXP SP1.I have tried mostly everything I could find.

i'm assuming that the rest of your internet applications are still connecting and working just fine while you're trying Steam? if not, it's obviously a problem with your internet and not with HL2 or steam.
if your internet is still fine, you might try installing SP2. i can't imagine why that'd make a difference, but SP2 has a bunch of security updates, maybe Steam just wants your computer to be more secure? Even if that doesn't work, SP2 is a good idea to have around.
i've had trouble logging onto Steam when my internet connection is running REALLY slow. do you know if you're getting your full 56k speed?
beyond that, i'd recommend calling valve or steam or whatever number you can get your hands on.
