Hitman Blood Money Error Message

Whenever I open the game an error message appears stating 'application has failed to start because d3dx9_27.dll was not found.' Then it tells me reinstalling it might fix it but it doesn't. It keeps showing up. Anyone else have this problem? Anyone knows how to fix this?

Look at the file name, does anything look familiar? DX9 maybe? Try reinstalling it.

Like I said, I've tried re-installing it three times and it still doesn't work. What do you mean does anything look familiar? There's no file in that name that's why they can't locate it
