i cant play the sims 2 double deluxe eactime i try it tells me to download or install direct9.0c i did and it wont still let me play

My guess is your system doesn't meet the minimum requirements to play the game. You didn't bother to list your specs so there's no way of knowing....

I have a bunch of questions but ill start off with this one, do you need a video card to be able to install the Sims 2 Double Deluxe? and if you dont then i need to know why my game isnt installing, I got my game in december, and i have tried on two different computers to install it and niether of them worked. it is a dvd-rom and thats the slot i put it in, but when i close the slot and wait for a while the installing screen doesnt come up. please help me, and if i need a video card then where can i find one?

Is you DVD drive set to autorun when a CD is put into it? If not actually go into your computer, find the DVD rom drive and double click on the set up file. If you have 2 CD/DVD roms on your PC, either of them, you'll have problems with the DRM. Also, these games require a specific rom speed as well. Also make sure you didn't start an installation that was unsuccessful and just try to install again because it won't. It will find the files in the registry and again fail to install. Check and see if any other CD/DVD works in the PCs to make sure there isn't a problem.
