Judging from The TigerD link, you're from Canada? I don't know if this deal would be the same for you, but Dell has several Samsung monitors on sale, plus Samsung is running a rebate promotion. You *should* be able to get a 22" for about $150. Check SlickDeals:

response times from different companies are useless, because there's no standardized way of measuring them.
company A might measure the time it takes a pixel to change from black to white to black, and report an 8ms response time. Company B could measure the time it takes their pixels to change from one shade of gray to another, and report a 2ms response time.
Like so many other electronics, most of what you have to go off of is brand names. Samsung is one of the top dogs in LCDs, and Viewsonic and LG make nice models too.
