No...But if you havent been over to the other you can use the (dodo)car flying cheat and drive on water cheat to get across the river.You can get a map to locate copters at cheatplanet.com.Or just keep looking.

You no when u capture that mansion near the start that has a helicopter on the roof. There are also others on top of some buildings later on in the game...
