Well, your gonna have to upgrade if you want it smoother. Looking on the back of my box your scrapping the minimal requirements apart from the processor. If you run it by the minimal it generally means it's gonna run bad.

You need more RAM, faster CPU, and a better video card.

Might want to think about selling that system while it has some resale value, and go to a new computer.

You need a new PC basically, Go out and make your own.. But two things which might help in the short tern is doubling your memory to 512 and upping the video card to soemthing slightly more modern.. id say a radeon 9550 would be best since anything else ( and even the 9550 probably ) would be bottle necked by your CPU.

I would recommend you to upgrade to 2.6 - 2.8 Celeron D, 512mb DDR and i good and not much expensive video card like Radeon 9550 -9600 or Nvidia 5600. I run with my system the game at 1024x768 32 bit, nicely smooth. And my PC is not much expensive.... So think about it!

I have a suggestion for u all which works for me. I play GTA at full graphics except for one setting. I choose 1024 X 768 X 16 instead of 32. The texture is a bit different, but the smoothness on VERY HIGH detail and all the eye candy kinda compensates for all. you have to see it to believe it.

Just choose 16 bit instead of 32..:)

AMD Athlon 2800+
ASUS K8N Board
1 GB RAM
256 MB Geforce 6200 AGP
160 GB Seagate Barracuda

I don't know why you are using 16 bit.
your system is really high !
you know ? with my system I can run the game smoothly in only los santos and san fearro.
you have to know more about the capability of your system.

fine computing !
