I understand where this PC stands, that is not what is in question, so don't worry about mentioning that whomever should just use the money towards a new PC. That being said, taking into account the CPU and bottlenecking I have two questions.

#1 What GPU if any can this PC handle if the PSU is not replaced?

#2 What GPU if any can this PC handle if the PSU is replaced?

The PC will be used for gaming mainly World of Warcraft.

Dell Dimesion 8100
CPU: Intel P4 1.8Ghz (Willamatte)
PSU: Factory 250w 12v/14a
RAM: 1GB RDRAM PC800(512MB x2)
Current GPU: PNY 256MB GeForce 6200 AGP

#1. Keep the PSU and throw in an X1650Pro or 7600GS. These two cards will work with your PSU. I know this because the Radeon 9800 Pro draws a similar amount of energy, and I've seen plenty of them running on 250w Dell PSUs).

#2. The 8100 was one of Dell's proprietary P4 systems. The replacement PSU would be much more expensive than a comparable ATX unit. With an upgraded PSU, you could run any AGP video card in that machine. However, the Willamette P4 isn't (and never was) a great CPU, making anything faster than the x1650Pro/7600GS a waste of money.

There once was an Opty that lived in a shoe...nevermind.
