Graphics Card for TV

I do not play games. Never have/will. I have a 2.2 Ghz machine with 256MB, Win2K,SP4-DirectX-9. that I want to watch TV/music videos on (I have a 15inch LED montor which is pretty good and al that I want). Currently the "on board" graphics seem a little slow (video seems slower than music that I play). I looked for graphics card and everyone is like, go for the G-Force 5900X but not the 5900XT, or whatever. What would you knowlegable games guys (or girls!) recommend? I'll need TV out and a remote. Should I just do ebay (don’t trust it for computer stuff)

TV-out is for transmitting signal from PC to a TV. What you need is a capture card aka TV Tuner card.
There are several brands to pick from but the biggest name has been Hauppaugge, since you are trying to kill two birds with one stone check out ATI's All-in-Wonder Radeon 8500DV.
ATI also has the more expensiveAIW Radeon 8500 128MB, since you are not into gaming, you can save yourself about $100 with the 8500DV. The review of ATI's MMC software is impressing but from someone that has ATI TV Tuner card it blows when compared to some others. I use Showshifter with my even less expensive ATI TV Wonder and get better quality picture.
