Specs: Windows XP
Is the Nvidia Geforce 9600gt 1gb ddr3 a good card for gaming, as in could it run Assassins Creed 2 or [Prototype] on full? this is with the rest of the pc specs being good as in 4g ram etc....

Also which is better AMD Athlon™ II X4 Quad-Core Processor 2.66 or Intel Core™ 2 Quad Processor 2.66? just better qualtiy from Intel or is there a performance difference? ofc for gaming as well

Yes it will. Since you are probably looking at spending less than $100.00, I would suggest getting the HD4850 instead, it's a much better card for not much more dough.

Radeon HD 4850 vs GeForce 9600 GT

As for the CPU's, it's difficult to make an "apples to apples" comparison because of the differences in technology, but if all other things are equal, the Intel quad is better but not by a hell of a lot. The kicker is the AMD CPU is only $100 while the Intel is $260.
