Your best bet is to buy the components and build one yourself. It'd be hard to find a high-performance machine retail that's in your budget. But $1300 will buy components for very capable system. You'll save money by using components from your old system - mouse and keyboard for instance.

if you dont know how to build one, dont try cause you'll mess it up.
if you dont need a monitor, kb, and mouse then 1300 should be more than enough for a high end system.

Just go to your local computer store and they'll hook you up. (if it looks too shaddy - skip and go to the next one)
My system cost me about 1300CND - thats like 900USD or something.

Intel P4 2.6GHz - $200
Asus P4P800 - $150
Kingston 2x256MB ram (Dual Channel) - $100
ATI Radeon 9800 Pro - $450 (should be a lot cheaper now)
Sony DRU-510a (DVD burner) - $200
WD 160GB HDD - $100
Case + PSU + Fans - $100

Money not an issue?
Where do you live and when are you not home?
I'm not gonna rob you, I'm just gonna steal some stuff
