Okay, so before my games and such would run perfectly. Up until this last month, my computer had become infected with a serious virus, so I reformatted and rebooted the entire computer. Now for a strange reason, whenever I play a game for about 10 minutes the computer gets very choppy, and lasts for about another 10 minutes- then goes back to normal. Its like going from playing my game- to playing the same game on a computer 5 years older.

Dell Latitude D600
256 MB RAM
40 GB Harddrive
44.12 MB Physical memory available
1.96/2.00 GB virtual mem.
Paging file is set to 382-1000
ATI Radeon 9000 card with UP TO DATE drivers
All my Processor and memory adjustments are set to "Programs" on Performance Options.FoF rules!

You have way too little RAM & a crappy video card. Since it's a laptop, there's nothing you can do about the "card", but a RAM upgrade is definitely do-able. What games are you trying to play? I suggest you use a desktop for gaming, unless you're playing solitaire or minesweeper.
BTW, let Windows handle the page file.

Its an open-source game called Frets On Fire, its fairly simple, and python based.
the minumum requirements are:
* Processor: 600 MHz
* Memory: 128 MB
* Video: 32 MB
* DirectX 9.0cBut its pretty much Guitar Hero for PC (but much lighter than real guitar hero)
It just consists of the board, buttons, score counter, and slightly animated flames(which I switch off)... very simple.I'll be in the middle of a song and the game will get choppy (but sound is unaltered)
And will continue to do so even once the game is off.
