Frustrating CSS lag issues

OS: XP SP1
CPU/Ram: 3000/1024

My framerates on CSS drop like clockwork every 45 seconds whilst playing CSS. For about 20-25 seconds I get around 11-15 fps. It then suddenly goes up to my normal 70-80 FPS for about 45 seconds.

I have:

P4 3.0Ghz
X850XT PE
1 Gig Ram

I mean. I play FEAR pretty much maxed out. So it's not the computer. It's just this few seconds I can hardly do a thing when playing CSS.

Does anyone have any idea what can be causing this?

lots of people has this problem recently. it was fine before, right? so i would think some upgrades might effects on some systems.

Wins 98 SE, intel celeron 450MHZ, 128MB pc 100.
6GB HD. ATI rage 128.
24x cd-rom. 8x2x8 cd-rw.

My guess would be your system needs more RAM... When you said u experience lag down, does ur HD light come up? If so, perhaps you'll need to add more RAM to solve that problem...

It's not the Ram. I've tried with 2 gig (had an extra 1 gig chip lying around) and it still does the same.

Rax. I wouldn't know what it was like before since I only started playing CSS 2 weeks ago.

Is there anyway to get rid of the recent upgrades and revert back to an older version?

well, if you roll back the game, you will not be able to play online.
