Descent 3 has a code you type in: "framelength"

Rise of Nations has an option to display FPS.

Or, I downloaded a mod for Quake3 called "Extreme Arena" or something like that- it had an option to display FPS.(look on fileplanet.com for the mod)

Unreal Tournament 2003 has a little program that runs through some fly-bys of a few maps, then displaying all the stats, like FPS and stuff; even the demo has it. And I think UT2004 has a similar thing, but I don't have it.

This is a good one:
Go to "emuparadise.org/index2.php" and download the Project64 emulator and a rom like Mario64. When you run the program windowed, it shows FPS in the bottom right corner. But you have to hit F4 to unlock the FPS because PJ64 at default doesn't let the FPS go above 60; otherwise things would be hyper fast, depending on your system.

The best thing to run is a utility that's made speciffically for your graphics card. I have a GeForce 5700le so it came with a CD with some nVidia demos, showing FPS among other things. I don't know about ATI, but I'll bet they make a graphics testing programs. Go to your graphics card's website and look for one to download or run.

One last thing: I've never tried it, but there's always www.futuremark.com/
They have programs used for doing tests for rating new PCs and components; like you'd see in PCGamer's hardware reviews.

Oh, I forgot about your second question: Every test I told you about except for the UT2003 and 2004(and probably the futuremark.com too), will have their FPS go up and down depending on what's being displayed on screen because it'll be during the game is running. However, the UT tests will show the FPS numbers you want at the end of the test. I'm not sure about the futuremak.com test, but it'll probaly display the correct FPS numbers you're looking for also.
