Every time I play a PC game at Fullscreen, there's a big black bar on the left of th monitor. The mouse cannot go past it, and I get the same effect if I manually lower the Windows Refresh Rate to 60Hz.

Is there some way to force these Fullscreen games to my normal Refresh rate? I've been given Doom3 (which I played a bit), but the only setting is resolution. My friend installed his World of Warcraft on my PC for whenever he visits (and wants to show me his latest characters. I feign interest), and I don't know of any Refresh Rate option there either.

He does notice the big black bar on the left, though. It's on every Fullscreen game.

Under the advanced properties section of your video card, Right click desktop > properties > settings > advanced. Look for a tab titled "refeash override". Then look for whatever res you run your games at, then set
the refresh rate for that res accordinly.

As for the black bar at the bottom of your screen, that might be fixed with a refresh rate change. If not then you have to adjust your monitor, look for buttons next to the power button on the monitor itself.

The problem is not refresh rate, in fact, theres no problem at all. Its just that the size of the screen in that particular resolution is not configured to fit the screen properly.

Press the menu button on your monitor. Now select either "horizontal size" or "vertical size". In those settings, you can adjust the size of the display on your monitor. Fit it as big as you can, without blocking out the edges of the display.

Remember, the larger the size of the display, the dimmer the brightness gets, and the more the screen flickers, so you will have to up the refresh rate and also adjust the brightness of the monitor.
