I have beat all the missions except one, I have alot of the hidden packages, and havn't finished the rampages. I am starting to wonder, does this game ever end? I mean, what do I have to do to be able to do the last level?

Answer: You are having this problem because in addition to having beaten the plot of the game, you must:
1) Find all 100 hidden packages 2) Complete all the INSANE JUMPS 3) Do the PCJ600 PLAYGROUND MISSION 4) Do all the races for SUNSHINE AUTOS 5) Complete the toggled missions for TAXIs, FIRETRUCKS, VIGILANTES, etc.
