It certainly doesn't help when you put this:

"OS: ?
CPU/Ram: ?
Manufacturer/Model: ?"

So you have no idea which version of Windows you have, which processor, how much memory, or who built your PC?

"I have installed all my drivers over and over and over again"

According to Albert Einstein ~ "The definition of insanity is doing the same thing over and over again and expecting a different result."

Get the lastest drivers available (Catalyst v6.8) & make sure you've installed the latest chipset drivers for your motherboard.

And check that you have DirectX 9 installed.

lol, quite the appropriate quote jam. I would go as far as performing a fresh Driver install, only after using *Driver Cleaner to remove all traces. (read the detailed instructions provided with the program). Also, might wanna update NetFrameWork, if you want to use the features of Ati's Control Panel.

*Driver Cleaner

http://www.drivercleaner.net/professional.php

"Driver Cleaner is a program which helps you to remove parts of drivers that are left after uninstalling the old drivers."

Also have a really close look at http://www.systemrequirementslab.com/referrer/srtest for "Rise of Nations: Rise of Legends" they will "scan your computer's hardware and system software to determine whether or not your current system can run a product"

Before eating, always take a little time to thank the food.

I recently uninstalled the annoying .NET framework & upgraded to Catalyst v6.8 using just the dial-up "Dispaly Driver only" download. I no longer have the Catalyst Control Center but I never really used it anyway.

I just noticed that the link I posted above doesn't work...maybe this one will:
