I got Devil May Cry 4 PC game, it works fine but, in some cenimatics sounds and voices are being before the picture, and also, I found an option in the PC Settings menu named "Frame rate" it takes two values "60 FPS MAX" and "Variable" so what does that mean ?

Variable is most likely unlimited fps(so if your computer can handle 90 fps, it will go to 90 fps) while 60 FPS MAX will be locked at 60 fps even if it can go higher.

You're right, my computer can't handle more than 80 FPS in this game as I made a performance test which is included in the game, when I used 60 FPS MAX option, when the FPS drops down the game runs at 60 fps but, in slow & smooth motion, when I used Variable option, after FPS drops it gets some choppy performance.
