can anyone help me? I keep getting 2 error boxes when I try to start my game. one says
-The D3D9.DLL file is linked to missing export DDRAW.DLL:DdEntry10.-
The other one says
-C:\Program Files\EA GAMES\The Sims 2\TS Bin\Sims2.exe A device attached to the system is not functioning.-

I already downloaded the D3D9.dll from dll-files.com then this. I re-installed directx9. I uninstalled and reinstalled the game, I don't know what else to try. Any help would be greatly appreciated.

What do you mean you don't know the manufacturer and specs of your computer? Just look on the figgin case, or run dxdiag.exe or look in the "system" thingy in the control panel. If I knew what kind of CPU and video card you have, I could accually give you constructive advice, but alas, you won't tell me...
Anyways, it could very well be that you have either integrated graphics (like intel "extreme" -that's BS- graphics), or an ATI radeon graphics card. All of which suck for playing games, but are GREAT at giving you absolutely useless and completely rediculous errors, like giving you crap about DirectX. So, get rid of all your intel and ATI junk and get an AMD Athlon XP or 64 with an nVidia GeForce FX. Then, format the hard drive, reinstall everything and then it'll work without a hitch! Believe me: I've done it, and I've plenty of BAD experiences (like yours) with intel and ATI to say what I just recommended. Seriously.
