Css lags out of nowhere, high fps?

Ok so ill start up my computer and play css good for about 30 mintues. Then if i close counter-strike and come back in a few minutes ill have weird lag. It doesnt look like im lagging if im standing still but if i move my mouse left and right i get massive lag that is impossiple to play with. I've never heard of anything like this, my drivers are up to date, my computer isnt overheating and if installed and reinstalled so many times. Sometimes the lag wont be bad but noticable and its only when i turn left and right....plesae help thanks much.
