Well since I reinstalled windows and everything, my mouse has been messing up, but only inside of cs. It works fine in any other STEAM game, but not cs.

What it will do is I'll be turning and then it will stop reacting for a second or so. Then it will come back and be fine. I can keep shooting but I can't move with the mouse.

It worked fine before the reinstall but nnow it's just messed up.

What I've tried: ReInstalling steam
new mouse

Any help would be greatly appreciated.

Maybe someone at the steam support site would know, if you don't find help here. I think you can contact one of valve's people there for free if you are having particular problems with one of their games.
