CPU Bottleneck in TF2?

Specs: Windows XP, XP 3000+
I have a question about a possible cpu bottleneck in Team Fortress 2. Changing resolutions in the game results in a zero FPS difference. E.g. 640 x 480 has the same FPS as 1024 x 768. Now, is that because the cpu is bottle necking the video card in the game? Or, is it the card bottle necking the cpu (which I doubt)? I'm only asking this because I've been thinking about picking up a more modern video card for the game, at least directx 9. My ti4200 just doesn't have the pixel shaders to make the game look nice. I would hate to make such a purchase and find out it provides a zero performance increase, or worse, a FPS penalty.

BTW, last year I purchased a x1650 pro, paired with my XP 2000+. Performance in that game was actually worse than my ti4200, even when I forced the game to run in directx 8 mode. However, I saw a great improvement in other games like doom 3 and far cry. I ended up returning the card for a refund. I have added an XP 3000+ barton since then, and increased my FSB to 333. Would even this current setup bottleneck a card like the x1950 pro in TF2?

dude did u last check ur gfx card its a geforce 4 series with 64 mg ram runs at abt 100 mhz or less its not the cpu man its the gfx card u have a good system but the gfx card is holding u down even on lowest settings u will experience bad performance buy a new card
