I have heard from many people that you have to pay xx.00 to set up a server in CS:Source. But then my friend just set one up for free. Could someone please reply with a link or instructions to guide to the right place?? Thank you all!

You need a computer with enough horsepower to host the game, and a very high speed internet connection for it as well.

Or you can pay someone money to rent out a server with the necessary bandwidth to you.

Simple as that.
