Computer lags sometimes in game

Specs: Windows 7, 4gb
Hello. I have a rather annoying problem, and I wonder if anyone here knows how to fix it. Sometimes when I'm playing games, I lag. Alot. My computer has over the recommended specifications to run the games, but it still lags. I've cleaned everything.

The weird thing is that 1/10 times I boot my computer, everything runs smoothly. I can play the games with 50+ fps with no problems. I have no idea what's causing this, and I would love some help.

Please list your complete system specs in as much detail as possible. CPU, motherboard, RAM, video card, power supply, etc. Include your CPU & system temps & the names of games that are giving you problems. All we know so far is that you're running Win7 w/4GB RAM.

64-bit Windows 7
Direct x11 graphic card
442gb hdd, 200gb free space
ATI Mobility Radeon HD 5650 video/screen card(?)

Battlefield Bad Company 2 is completely unplayable at some points. I've played it quite a few times with no lag. Games like Team Fortress 2 and Counter Strike Source have around 20-25 fps at some points, but I've played with 50fps. I'm just wondering what causes this, and if theres anything I can do to make my pc run as good as possible all the time.
