Comp lag in games on good laptop

Manufacturer/Model: Toshiba/ Satellite P105-S

For some reason every time I try playing a game like Elder Scrolls IV: Oblivion or Bioshock, there is always this 1 second lag every 3 seconds where everything is just really lag. In games, especially shooters, you can see this is incredibly annoying.
My graphics card on my laptop is a GeForce 7900 or somethign like that (I'll specify later), bottom line is, it's good and when I change graphics from high to medium and back again, there is no difference in this lag. Also, with 2 GB of RAM I don't thik I should be getting this problem.
I'm running Windows Vista Ultimate and I think I should note that my computer for some reason gets major lag issues with Windows Media Player when I put it in fullscreen. I don't know if thiss related but aagain, I think with my computer specs I shouldn't be getting this.
Anyway, does anyone know why these two things might be happening and how to fix it? I doubt it's a virus but I'll dl and run AdAware I suppose.
If it woud help later on, I can also give a list of what processes are running when I'm having these problems. I don't know if killing some will help but I haven't tried yet either, except with some programs like AIM. lol.

It doesn't help that you're running Vista. Does Toshiba include a bunch of bloatware in their systems? If so, uninstall or disable it:

Scan for viruses & spyware. Use CCleaner to remove accumulated crap.

Make sure all your drivers are up to date.

so far the msconfig has helped a bit, but it hasn't quite completely absolved the problem yet. I still get the 1 second lag at above every 3 seconds while playing oblivion. It happens only after a while but it still happens. Windows Media Player is also running more smoothly so far. Running AdAware, I found nothing critical I also used CCleaner. ANy other suggestions how I can be sure to eliminate the lag, because it still turns up in games? running a defrag right now.
