Civil War Generals II in Windows XP

CPU/Ram: Celeron 2.4Ghz/128MB DDR

I'm trying to get the older game, "Civil War Generals II" to work in Windows XP for someone. The game installs and runs nicely, the only problem is that there is no sound. When it starts, it says, "unable to load wave driver". Does anyone know of any way to make this work?

By the way, I've tried Windows 95 and 98/ME compatibility mode with no luck...
