i have a radeon 9700 pro, 1024 pc2700 ddr, p4 2.0ghz, and a 80 gb western digital 8mb cache@ 7200rpm. when i play games i can get sweet fram rates (pretty much 60 fps steady) until i start moving. you can actually time the skip that i get. its like 2 seconds smooth and then 2 skips, then again and again. i have tried reinstalling directx, ati drivers, bios, sound card drivers everything and nothing works.

the obvious to ensure that you have no apps running in the background as you start/play the game...

just for giggles, assuming you are running xp, create a user and try running the game there as long as you don't have a ton of apps that are loaded on there (a quick search through msconfig should show whats loaded at startup and a task manager window to display what apps are currently absorbing resources)...

if all else fails, try using lower resolutions and frps to see if that helps at all...

Does this happen on all games or just specific ones? It's possible u got ur graphic level too high and ur processor can't keep up. Another problem, like dmorales said, could be that you have too many programs running in the background. Type in msconfig in run menu and go to startup. Only have the most important programs running. I only have three running right now. I would keep ur antivirus up and anything else that is important. I would also do a scan with ad-aware or spybot search and destroy. Try that and see if it helps any.

I have a similar prob with Day of Defeat, and have tried pretty much the same solutions as khaos. The startup is one I didn't try. Can anyone tell us which essential programs should be running? (I know most systems are different - just the usual type of thing - firewall, ISP, etc?).

Cheers, and hope you don't mind me invading your post, khaos ;)
