No that is not true. I play the game every night and it is totally free. If you buy the game through Stream, then you will have to pay for the game through that(the Steam account is free).
I suggest going to your local game retailer and buy it standalone.

well as far as i know steam has 2 types of account one is free and other one is paid one if i want to play multiplayer games like lost planet i need to buy premimum account with credit card

Just go to Best Buy or some other game retailer and buy the PC-DVD version of CoD4.
