"bios what are they"

BIOS = Basic Input Output System

If you have a Dell, there's very little tweaking you can do with it anyway. If you don't know what it is, don't mess with it. Do some reading about it 1st:

The bios doesn't effect gaming it's the hardware in your pc itself that will like processors, ram, graphic cards.

What a bios does in a nutshell is it sends out directions to every thing that is connected and built in to the motherboard.

AMD Athlon 64 X2 4600+ OC 2.7ghz
2GB Dual Channel DDR 3200
Nvidia 7900GT
SATA II 2x 200gig 7200rpm 16mb cache RAID-0
Gigabyte Nforce 4 SLI

A BIOS configuration, or an out of date BIOS revision *can* effect performance for gaming, but yes, it is minor compared to what the processor, RAM and graphics cards are.
