Go into servers that are close to you. Far away servers give you high ping. Example: I live in Maine, I try to access a server in seattle, across the country. My ping will be about 150-400 ping cause its far away.

ping/latency is the time it takes for a signal from your comp to reach the server and come all the way back.
so only two there is three things that i can think of that affect this.
bandwith: you might have a really fast bandwidth but if some where down the route you use a line with a low bandwidth up goes the ping.

how many routers in the way(every time it hits a network junction this adds time to the route)

Distance. how much wire does the signal have to go down before it hits the server?

so to combat this you could get a fixed line. 3g although its fast wasnt made for constant conection. its made for web browsing and downloading which has error handeling built into it. this says if my signal is garbage send it again. problem with a game is this adds to your ping.
also with mobiles and wirelsess conections there int a quality of service agreement unlike landlines.

all text needs typos. There there for the reader to find,to distract them from the total lack of content.
google it! wasnt the answer to the question i asked so dont be dense and give me that repl
