Average of 30-40 Fps in HL2?

My pc specs are: 3.2Ghz with HT 1024 DDR Pc3200 Ram Ati radeon x300
My game settings: All details High Reflect world No AA,AF Directx 9.0 Level
Im only getting around 30-40 FPS for these settings. Am i suppose to get these kind of FPS?

Sounds right. The x300 isn't all that great.
