Atx 4 pin connect = no power

Ok i recently just bought a new power supply thought old one was bad. But when i plug in the 4 pin atx connecter the lights and fans flash for like a second. And with out it plugged in all the fans and lights come. Any suggestions?

No specs given for either PSU.

How about posting the brand name, overall wattage & the amperage specs for the +3.3v, +5v & +12v rails. How much did you pay for it? Decent quality PSUs start at about $50 & go up from there. There are a few exceptions but generally speaking, if you spend less you usually end up with garbage.
