Hello there. i just recently purchased a Sapphire AGP 8X ATI Radeon X1650 pro with 512 mb DDR2 memory. now when i go to start run DXDIAG i get this, Hardware accelerated Direct3D 9+ is not available because the display driver does not support it. You may be able to get a newer driver from the hardware manufacturer.
Also my CCC wont run says i need adminitrative privalages but im logged in as a adminitrator. cant figure it out so my CCC wont run

You have to install .NET Framework for CCC. Also, you should uninstall the old driver, then replace it with the latest available from ATI (version 7.11):

As for the 300W PSU...if it's a good brand name one, you *should* be OK.
