in a different forum someone said "ATi chips are clock inefficient" Is this true and if so, how? Can anyone find any links that state this?

I don't even bother getting into debates like that, honestly. Go with what performs the best. Intel is "clock inefficient" currently compared to AMD. If Intel chips performed better and cost the same or less, I'd recommend Intel. Honestly, why does it matter?

it has been "said" that ATI chipsets normally will backbone themselves off of the CPU, at that point the above statement would be true...I know this to be true back in the old RAGE days :) but i am unsure about the current chipsets

Not even close Josh...the rage days and that old technology is long gone for both ati and nvidia chipsets.
