I have a Celeron D, 512 MB RAM, and Radeon 9700 pro 128MB. I want to play San Andreas, NFSU 2, and CS Source. I am going to add 1GB RAM. Would that setup run those games smoothly without lag?

that celeron will be a bottleneck for gaming no matter how much memory you put in. 512MB should be enough memory for any of those games, they prolly only require half of that. your vid card is fine as well. it's your processor that's causing your lag. Celerons are "basic use" processors and are not designed for gaming.
and Jam makes a good point, if your board doesn't support dual channel, then getting another memory chip won't do you any good as it wont even use it until the first chip is fully utilized (and i dont think it wil be)
