hi. i just installed a 6600GT in my pc. however, i tried out doom3 on ultra settings and its not very good. it seems like every couple seconds, the game pauses and then picks up a couple seconds later. Is this b/c of my ram? if i add 512, should i be able to play perfectly?

Yeah, your lack of RAM is the likely culprit. I'd go to a gig of RAM because it's so cheap.

Ram is cheap, i can get this real expensive ones that come with a heatsync on them. Its about the best you can get.

i just did an aquamark3 bench test on the default settings (1024x768x32, AA off, ansino 4, detail: very high) and got a score of 43,329. 6387 for GFX and 6736 for CPU. How are these scores?

dell underrates their psu's. it really 3 hundred something, which is the requirement unless i overclock, which requires 450w. How much will 1 gb of ram increase my performance? additional 512?

You can't use the ultra setting in doom3 without it running out of graphics memory, which is why it pauses for a few seconds. with all the uncompressed textures you're looking at about 500mb of data, too much for a 128mb vid card. You need a 512MB graphics card for that, and probably 1gig system ram too. You won't get ultra to work on 6600gt no matter what though...
