Is it normal that my system had 5649 3D Marks...?
Is it normal that in the cpu tests my fps were between 0 and 1?

That's normal. Athlon X2's tend to perform slower than Core 2 Duo's on 3dMark06 and the 8600 GTS is not bad at all, but its no monster of a video card either.
3dMark is just a benchmark, its just a show off contest =P your system is more than enough to run the latest games at high resolution and great image quality.
There are people with above 20,000 scores, with nitrogen cooling and Quad-Core Extreme processors, SLI 8800 Ultra's hardware overclocked to the !@#$.. some people just got money to burn I assume.

It depends on what settings you use when you run the tests, but what makes you think 5649 is low? Tom's Hardware lists an SM2.0 score of 2983 using a system better than your's (Core 2 Extreme X6800) with the test settings at "1024x768x32, no AA, Trilinear Filtering, Default Quality".

However with this test using the 5200+, they got 9386. I think you need to clarify which test you're running & at what settings.

In a CPU test, you're testing the CPU, not the video card, correct?

I ran the SM3.0 Tests at a resolution of 1280X1024, no AA and 1 anisotropic and i got 2214, is it still high?
And yes I can play the game "Red Valley" (or something like that) perfectly^^

Tom's Hardware results of the SM3.0 test at a resolution of 1280x1024, 4x AA, 8x AF, Default Quality were 1238.
