If you upgrade your cpu you will usually have to buy a new motherboard. Your computer is a budget system. It will have lots of trouble trying to run new games.

Heres a start, your cpu is a Socket 478 Celeron. That Celeron is pretty much A Pentium 4 that is severley handicapped.

You only have 256Mb of RAM that is another huge performance killer. This is pretty easy you just buy another 256Mb and install it in a open slot on your motherboard.

Your video card is pretty bad as well. This is another easy one to upgrade. Just buy a new one and follow its installation instructions carefully.

Let me know if you do decide to upgrade somthing and I can help you out.

Btw to answer you 1st question, HL2 will probaly run on your sytem but it will be real ugly

You will be able to run it. I have the same system but with intel extreme graphics, i have half life 2 and its hard to enjoy it cause of the fps problem. Since you have radeon 9200 you will probely average in the 20's in gunfights and maybe 30-35 just walking around. Now dont go and just get a amd cpu because you have an intel mother board and your motherboard cant support a amd cpu.

The best you can do is either upgrade to a pentium 4,or add ram. You pretty much have the best video card that you can get for pci. So dont go out and get the AMD cpu cause your comp cant support it you would have to upgrade your mother board. MERRY CHRISTMAS!

Don't forget that a Pentium4 won't fit in a celeron motherboard! It's a different chip configuration. The celeron is the same as a Pentium3, which is also almost obsolete..
For Pentium4 processor money, you could buy an AthlonXP processor and a new socket A motherboard to match it, not exactly cutting edge, but still a big improvement over a Celeron. Then, with a new motherboard with 8xAGP support, you're pretty much unlimited when it comes to Graphics card choice.

Hope this helps and Merry Christmas..

Snoopy104 is incorrect in saying that the Celeron is based on the P3. All current Celerons are essentially P4s with the Cache severely slashed. If you have a Motherboard with a Socket 478 processor slot, you can most likely swap out the Celeron for a Pentium 4. Just check your motherboard specs to see which P4s it can handle. I just swapped out a 2.4GHz Celeron (basically unplayable with Half-Life 2, even with Radeon 9700 Pro and a gig of RAM) with a 2.4GHz P4 w/800MHz FSB and now Half-Life 2 is actually playable. For high-end gaming a P4 makes a really big difference.

To get the best results I highly recemmend you google for something like 'counter-strike performance tweaks'. Besides going to the in-game 'Options>Video' panel and turning everything to 'Low' and 'V-Sync Off' there are many engine settings that can be typed into the ingame console to help your weak card get a better framerate. These settings will turn off things like bullet markings, water/environment fog, bump-mapping, ejected shells, and water reflections.

Only just yesterday I went to a forum where someone had kindly uploaded a autoconfig.cfg (configuration file) that you put in your 'prog files>valve>steam>steamapps>username>cstrike>cfg' folder that will apply these settings for you at startup. I am sorry I do not know which forum it was. I have about the same level of hardware as you and with these tweaks I can get satisfactory performance.

Here you go. This is the best guide I have ever seen on how to write a configuration file for your Counter-Strike program. All manner of video settings are discussed here. If you follow this guide, you can clean up your CS by disabling eye candy that will slow down your weak videocard. This is very good if you are a competitive gaming sort who doesn't care about eye candy.
