won't change from vga mode

I re-installed windows 98. It stays in vga mode, I have tried installing drivers for 3 different monitors, packard bell 1020,magview 772, and a Sceptre. I even picked drivers for svga monitors and it still won't change. I can't figure out what I am doing incorrectly. I hope someome can help me.

You need to install the correct Graphics Driver.........

I don't know what graphics driver I need to install. The computer in question is also unable to access the www due to another driver
problem.
