May be an electrical circuit problem with the motherboard. When did you notice this development? You should try using other USB ports and if problem persists you may need to buy and install a new PCI USB.

... under the word "system" does it state Service Pack 2
... ( or 3)? ... if you have neither go for sp2 ...(leave 3)
